Project Overview

The RACE 2K project was originally funded in 2005 by the NH Department of Education, Bureau of Special Education (Part B) and Department of Health and Human Services, Bureau of Developmental Services (Part C) to support families, school districts and Family Centered Early Supports and Services (ESS) in ensuring both systems were in compliance with state and federal regulations and that families experienced smooth transitions. Through RACE 2K’s efforts, the state’s compliance on the federal State Performance Plan (SPP) and Annual Performance Report Indicator 12 (Part B) increased from 59% (when RACE 2K was originally funded) to 97%  and Indicator 8 (Part C) increased to 100% (last APR). Additionally, RACE 2K assisted in the development and implementation of Regional Interagency Agreements for Early Childhood Transitions in all 10 Area Agency Regions of the state.

RACE 2K is currently funded by the NH Department of Education, Bureau of Special Education to supporting the building of state and local capacity to improve outcomes for preschool children with disabilities and their families. The project works to enhance the priorities of the NH Special Education State Performance Plan  (SPP) relative to preschool special education, including Indicator 6: Preschool Settings, Indicator 7: Child Outcomes, Indicator 8: Parent Involvement, Indicator 12: Early Transitions and Indicator 17: State Systemic Improvement Plan.  Race 2K is currently implementing a system to build the capacity of local districts to promote positive outcomes for NH preschool children with disabilities and their families. This system strengthens local district infrastructure, ensures compliance with requirements and enhances the implementation, with fidelity, of evidence-based practices to improve results for preschool children with disabilities and their families.

What we do

RACE 2K provides a variety of support and information to support school districts, ESS and families in understanding their roles and responsibilities in the early childhood transitions processes as well as understanding Preschool Settings/Least Restrictive Environment. Specifically RACE 2K can:

  • Answer questions about the Child Find and early childhood transition processes and Preschool Settings/Least Restrictive Environment
  • Assist school districts with Indicator 12 and Indicator 6 data collection and analysis
  • Provide technical assistance to school districts regarding the development and implementation of child find policies, procedures and practices specific to toddlers and preschool children
  • Provide technical assistance to districts regarding the development and implementation of policies, procedures and practices for children who are referred from ESS to preschool special education
  • Provide training on the early childhood transition process
  • Support the implementation of the Interagency Agreements for Early Childhood Transitions
  • Provide resources on Child Find, early childhood transitions and Preschool Settings/Least Restrictive Environment
