Early Transitions Data Verification – Indicator 12

The NH Department of Education (NHED) is required to annually submit data to the federal government for the State Performance Plan/Annual Performance Report (SPP/APR). Data related to the timeliness of transitions from Family-Centered Early Supports and Services (FCESS) to Preschool Special Education (Indicator 12) is part of this reporting. Also referred to as Early Transitions data, districts are monitored yearly on data regarding timely early transitions. Indicator 12 data comes from the information that is entered into NHSEIS by school district personnel and a desk audit to determine if untimely transitions have a valid reason for delay and are in compliance OR if they do not have a valid reason for delay and are in noncompliance.

Indicator 12 Timeframe

Data report period used for federal reporting:

Dates of Birth between July 1st and June 30th

District of Liability Review Periods:

January 1st – 31st: Data for children who turned three between July 1st and December 31st
April 1st – 30th: Data for children who turned three between January 1st and March 30th
July 1st – 31st: Data for children who turned three between April 1st and June 30th

Official NHED Data Pull:

August 1st

Deadline for Districts to Provide Documentation of Valid Reason for Non-Compliance

Districts must return the forms documenting valid reasons for non-compliance to the NHED by September 30th.

Desk Audit:

August 15th – September 30th

October 1st- 15th

January 2024 – Due to issues with the NHLEADS to NHSEIS data transfer, districts are currently unable to run the Early Childhood Transitions Report from NHSEIS. The NHED is able to provide districts with data related to referrals from NH Birth to 3 to help them verify the accuracy of their data. Supplemental Information for Transitions Identified as Untimely

Districts must provide supplemental information to the NHED for any transition identified as untimely. This information includes documentation for any potentially valid exception to the timeline for an individual student. Only information provided on or before the deadline will be considered. Potentially valid exceptions are:

Parent refusals to provide consent caused delays in evaluation or initial services (Indicator 12 Exceptions – Parent Delay)
Parent of a child repeatedly fails or refuses to produce the child for evaluation (Indicator 12 Exceptions – Parent Delay)
The child is no longer in the jurisdiction of the LEA prior to the child’s third birthday (Indicator 12 Exceptions – No longer in Jurisdiction)
The child was determined eligible for early intervention services under Part C (Family-Centered Early Supports & Services) less than 90 days before their third birthday (Indicator 12 Exceptions – Late Referral to FCESS)

State Verification Process

The NHED will pull the official reports from NHSEIS and begin its analysis for the federal reports with the understanding that all district data has been verified by the district and is accurate. The NHED will review district data and any exceptions provided, and notify districts by letter who are found to be out of compliance with Indicator 12.
